Our Mission
One Sacramento was established to bring together private, philanthropic, non-profit and government resources to promote Sacramento’s future and address our city’s most pressing issues.The Fund seeks to enhance economic prosperity and the overall quality of life for the people who live here, including support for public safety, neighborhoods, arts and culture, youth programs and homelessness housing and services. As mayoral administrations change over time, the Fund remains non-partisan, with a focus on the long-term health of Sacramento and the residents who live here.

Genevieve Levy
Genevieve has over 22 years of experience within the non-profit, refugee resettlement and local government sector in the Sacramento region, including leadership roles at Sacramento Food Bank & Family Services, United Way California Capital Region and as District Director for California State Assembly District 7 with then Assemblymember McCarty (now Mayor).
Genevieve has received local awards and recognition including 40 Under 40 (2018); Sherwood Carthen Service Above Self Award (2018) honored for service to the community by Sac Police Department; and Top 100 Notable Business Leaders (2021) by Sacramento Magazine. Genevieve continues to serve our local refugee resettlement and immigration services support network as a Senior Consultant with Solvera Consulting and leading projects such as launching the Sacramento Region Refugee Coalition.
Genevieve has collaborated on and led cultural competency trainings for direct social-service providers, educators, faith-based communities, and medical professionals working with newcomer communities both locally and in other impacted communities in the US.
Former division 1 women's rugby player, Genevieve is a local youth sports coach of multiple sports, serves on the Land Park Pacific Little League Board and also volunteers at her daughters' school, who are in 2nd and 5th grade.
Genevieve A. Shiroma
Genevieve A. Shiroma is a Sacramento-based public sector executive with more than four decades of leadership in utility governance, environmental regulation, labor relations, infrastructure policy, and community service. Her career reflects a sustained commitment to public accountability, affordability, environmental stewardship, and inclusive civic leadership, shaped in part by her upbringing in the Acampo–Lodi area of San Joaquin County as a farmworker daughter.
Education and Foundation
Shiroma earned an Associate of Arts in Math and Science from San Joaquin Delta College and a Bachelor of Science in Materials Science and Engineering from the University of California, Davis. Her technical training provided the foundation for a career spanning engineering, regulatory policy, and public-sector governance.
Environmental and Regulatory Leadership
Shiroma began her career in 1978 as an air quality engineer with the California Air Resources Board, later serving as Chief of the Air Quality Branch. In senior technical and management roles, she helped advance statewide efforts to reduce air pollution and toxic contaminants from industrial, consumer, agricultural, and waste-related sources.
Labor Relations
Appointed by Governor Gray Davis in 1999, Shiroma served for 20 years on the California Agricultural Labor Relations Board, including multiple terms as chair. Her tenure reflected steady leadership in administering California’s agricultural labor relations framework and overseeing matters involving farmworkers and agricultural employers.
Utility Governance and Affordability
From 1999 to 2018, Shiroma served five elected terms as Director of Ward 4 on the Sacramento Municipal Utility District board and was elected board president three times. Her board service emphasized renewable energy investment, rate affordability, customer service, environmental stewardship, and responsible public utility governance.
Statewide Utility Policy
Appointed by Governor Gavin Newsom in 2019, Shiroma served on the California Public Utilities Commission until her retirement in 2024. As lead commissioner for more than 70 formal proceedings, she guided complex regulatory work involving resiliency, clean energy financing, telecommunications access, water policy, transportation innovation, low-income assistance, and utility affordability. Her broader regulatory leadership includes service with the Low Income Oversight Board, committees of the National Association of Regulatory Utility Commissioners, and the Western Conference of Public Service Commissioners, reflecting engagement in statewide, regional, and national policy forums.
Civic and Nonprofit Leadership
Shiroma has also served across neighborhood, arts, health, social-service, and community organizations, including United Way California Capital Region, B Street Theatre, Planned Parenthood organizations, the Sacramento Japanese American Citizens League, My Sister’s House, and the American Leadership Forum’s Mountain Valley Chapter.
Current Service
Since 2025, Shiroma has served on the Railyards Public Financing Authority board, supporting governance of the Enhanced Infrastructure Finance District for Sacramento’s Railyards and continuing her focus on infrastructure, public finance, and accountable civic development.
