Robin Moore Tiny Homes
Grant Program

Inspired by local resident Robin Moore and Mayor Kevin McCarty, One Sacramento has launched a housing initiative to address Sacramento’s homelessness crisis. One Sacramento is partnering with DignityMoves, a 501c3 non-profit organization, to serve as an advisor and fiscal agent for the Tiny Homes Program. Through an application process, program sites will be selected to receive free tiny homes and a one-time infrastructure grant to help shelter individuals experiencing homelessness.

Robin Moore

The Robin Moore Tiny Homes Grant Program is inspired by the Safe Harbor program, founded by Del Paso Heights resident Robin Moore. In 2021, Robin transformed her backyard into a tiny home community designed to support individuals and families experiencing homelessness and housing instability.

Through partnerships with Family Promise, the Department of Human Services, and other community organizations, Safe Harbor provides residents with access to essential services, including healthcare, housing support, education, and workforce resources.

Eligibility requirements

While the tiny homes will be provided through the initiative, the Host Organization will be responsible for the following: tiny homes and a one-time infrastructure grant to help shelter individuals experiencing homelessness.

  • Providing a bed, restroom, shower facilities, and basic utilities for homeless occupants
  • Having enough available land to accommodate up to five tiny homes that will be used specifically for this initiative.
  • Independently operating and managing the site, including providing general oversight, coordinating supportive resources and programming, and maintaining the site to ensure it remains safe and functional. This initiative will not provide ongoing operational oversight.
  • Providing supportive services for individuals and families experiencing homelessness to help support their path to stability. These services may include case management, transportation assistance, mental health services, and other supportive resources as available.

Host organizations located within the City of Sacramento will be given priority due to funding constraints.

Submitting a Letter of Interest

To be considered for the initiative, organizations must submit a letter of interest that includes the following information:

  • Name of organization
  • Full address of property where tiny homes will be located
  • Organization Website
  • Tax Status
  • EIN or Tax Identification Number (or Fiscal Sponsor EIN if applicable)
  • Primary contact’s first and last name, title, phone number, and email address
  • A brief description of your organization’s mission and goals, why you are interested in participating, and how your organization would use the additional grant funding for site preparation and homeless resident services

Letters of interest are due August 30th, 2026, to be considered eligible for the first round of grant funding. The next round of grants will be announced as funding becomes available.

DignityMoves

OneSacramento is partnering with DignityMoves, a 501c3 non-profit organization, to serve as an advisor and fiscal agent for the Tiny Homes Program.  In this capacity, they will be responsible for holding and safekeeping the money funding the program. They will be required to carry out the transaction and purchasing of the tiny homes and disburse the grant money to the participating Host Organizations.

DignityMoves is a 501c3 non-profit organization that partners with local governments to provide interim supportive housing to unsheltered individuals, such as tiny homes communities, safe sleeping and parking programs, hotel conversions, and congregate shelters.
